Compliance Summary
SacSewer is required to comply with the State Water
Resources Control Board
Order No. 2006-0003, Statewide General Waste Discharge
Requirements (WDR) for Sanitary Sewer Systems. The purpose of
the Order is to require agencies to prepare a plan and schedule
for measures to be implemented to reduce sewer spills, as well as
measures to effectively clean-up and report sewer spills.
To comply with this order, SacSewer has developed and implements
a Sewer
System Management Plan (SSMP), which is reviewed and
updated as needed. SacSewer will continue to:
- Manage the systems it operates in a way that reduces sewer
spills.
- Fund, manage, operate, and maintain all parts of the sewage
collection system for which they are responsible.
- Construct and maintain the collection system using trained
staff (and/or contractors).
- Update and make available the Sanitary
Sewer Spill Emergency Response Plan.
- Conduct an internal audit every 2 years.
- Comply with this Order. (Failures to fully comply could bring
about State Water Resources Control Board action, regardless of
whether or not a Sewer Spill has occurred.)

Reporting and Audits
Effective September 2, 2007, SacSewer began reporting all sewer
spills electronically to the California Integrated Water Quality
System (CIWQS). The electronic sewer spills data, as well as
information regarding regulatory actions, has been made available
at the Sanitary
Sewer Overflow Reduction Program website. SacSewer’s
Sewer System Management Plan Internal Audit Reports are available
