The Sacramento Area Sewer District (SASD) began planning for increased public outreach about FOG when the United States Environmental Protection Agency (USEPA) was considering regulations regarding sewer systems. Initial data analysis in SASD’s service area indicated that a significant percentage of FOG-related problems were in residential areas. As a result, SASD created a groundbreaking awareness and outreach program. The program was expanded in 2004 to include a broader regional perspective and to respond to increasing regulatory requirements. The Sacramento Regional County Sanitation District (Regional San) initially collaborated with local sewer agencies—including the SASD, City of Folsom, City of Sacramento, and City of West Sacramento—to create a regional outreach and educational campaign with consistent key messages, instructions, and requirements for both residents and food service establishments. “Fats, Oils, and Grease Control Program Information Kits” were developed collaboratively. Regional San provided the funding for the initial design, printing, and purchase of these materials.
In the early 2000s, Regional San performed a series of data analyses and determined that because the interceptor and treatment plant system is not negatively impacted by FOG, Regional San is not required to have a FOG program under the USEPA’s Wastewater Discharge Requirements (WDR.) Pursuant to the WDR, each jurisdiction that is responsible for sewage collection from business and residents is required to evaluate FOG issues in their respective service area and therefore has the responsibility, authority and liability for the implementation of any FOG control program arising from the evaluation.
As a result of Regional San not having any FOG issues, Regional San ceased providing region-wide FOG outreach coordination in April 2009. Since 2009, SASD has assumed the responsibility and costs associated with maintaining the Stop the Clog website, which contains much of the same information and materials originally provided by Regional San.
