The Sacramento Area Sewer District’s executive management team is comprised of highly experienced professionals who are devoted to our core mission and vision.


Prabhakar Somavarapu

General Manager (District Engineer)

Prabhakar Somavarapu was appointed as General Manager (District Engineer) in June 2013. Somavarapu oversees the operations of both Sacramento Regional County Sanitation District (Regional San) and Sacramento Area Sewer District (SASD).

Somavarapu began his career with Regional San in 1996 in the Engineering Section at the Sacramento Regional Wastewater Treatment Plant (SRWTP). He later managed the Operations Support Group and Asset Management program at SRWTP. He then served as Regional San Director of Operations in charge of operations, maintenance, engineering, administration, construction programs and laboratory services for all Regional San treatment and conveyance facilities.


Rosemary Clark

Director of SASD Operations

Rosemary Clark was appointed Director of Operations for the Sacramento Area Sewer District (SASD) in 2013. As director, she oversees maintenance and operations, engineering, customer care, and safety and regulatory compliance.

Clark has more than 30 years of experience with the County of Sacramento, almost all of which have been with the Sanitation Districts. Clark began her career with Sacramento Regional County Sanitation District in 1992 as an Assistant Engineer. She was promoted to Associate Civil Engineer and later transferred to SASD in October 1999. She continued to promote within SASD and served as Principal Engineer from June 2007 until her appointment to Director in 2013.


Christoph Dobson

Director of Policy and Planning

Christoph Dobson was appointed Director of Policy and Planning in July 2013. As director, he oversees the long-range planning efforts, rate and fee development, regulatory and legislative affairs, scientific research, wastewater source control and high level policy development for both Regional San and SASD.

Dobson began his public sector career in 1992 with the Water Resources Division of Sacramento County. In 1993, Dobson joined the Sanitation Districts as an Engineering Technician working in the GIS section. In 2006, he was named Director of Operations for SASD, where he was responsible for the day-to-day operations of the District.


Matthew Doyle

Director of Internal Services

Matthew Doyle was appointed Director of Internal Services in February 2020. As director, he’s responsible for overseeing information technology, fiscal administration, purchasing, warehouse, and training for both Regional San and SASD.

Prior to joining the executive management team, Doyle served SASD for 12 years as Safety and Regulatory Compliance Manager. In this role, he was responsible for the safety and wellness of more than 300 employees, ensured compliance with environmental regulations, and managed the Ordinance Enforcement Program. During his tenure with SASD, he established a proven track record of lowering SASD’s incident rate by 60 percent.  

Doyle began his public sector career with Sacramento County Airport Systems, and prior to that, he worked in the private sector in Silicon Valley managing a number of technology manufacturing departments. He holds a Bachelor’s Degree from California State University, Sacramento in Health Science with a concentration in Occupational Health and Safety.


Nicole Coleman

Public Affairs Manager

Nicole Coleman was hired as the Public Affairs Manager in May 2018. In this role, she is responsible for managing communications, media relations, stakeholder awareness, community engagement, advertising, and social media for both the Sacramento Regional County Sanitation District (Regional San) and the Sacramento Area Sewer District (SASD).

Before joining the executive management team, Coleman served Regional San and SASD for 11 years in various Communications and Media Officer positions. In these roles, her responsibilities spanned managing multi-faceted and comprehensive communications campaigns, media relations, stakeholder engagement, and advertising.
