The Sacramento Area Sewer District (SASD) is required to comply with the State Water Resources Control Board Order No. 2006-0003, Statewide General Waste Discharge Requirements (WDR) for Sanitary Sewer Systems
. The purpose of the Order is to require agencies to prepare a plan and schedule for measures to be implemented to reduce Sanitary Sewer Overflows (SSOs), as well as measures to effectively clean-up and report SSOs.
To comply with this order, SASD has developed and implements a SASD Sewer System Management Plan, which is reviewed and updated as needed. SASD will continue to:
- Manage the systems it operates in a way that reduces SSOs;
- Fund, manage, operate, and maintain all parts of the sewage collection system for which they are responsible;
- Construct and maintain the collection system using trained staff (and/or contractors);
- Conduct an internal audit every 2 years; and
- Comply with this Order. Failures to fully comply could bring about State Water Resources Control Board action, regardless of whether or not an SSO has occurred.

Effective September 2, 2007, the District began reporting all SSO's electronically to the California Integrated Water Quality System (CIWQS). The electronic SSO data, as well as information regarding regulatory actions, has been made available at WDR's Web site.
